Under section 2.9 9 ball fouls:
6.2 Wrong Ball First
The first object ball contacted by the cue ball on each shot must be the
lowest-numbered ball remaining on the table.

This would seem to argue that it would be a foul.

But under Fouls:

the 7 ball is frozen to the side rail. the 3 ball (the lowest # ball on the table) is located 4 in. from the 7 ball the cue ball is located 6 in. from the 3 ball. all three balls are in a line 90 degrees to the rail. ur opponent elects to play safe. he shoots the 3 directly into the 7. the 7 doesn't hit any other rail nor does the 3 or cue ball. in my opinion he played a legal safe.

Next question, we were playing a three man ring. Cyco broke and made a ball on the break but scratched. Now the ball made needs to be spotted and the next shooter has BIH in the kitchen, BUT the lowest number object ball is in the kitchen so it needs to go on the spot.
