Is there an official ruling if the lowest numbered ball, and another ball are struck simultaneously?

Under section 2.9 9 ball fouls:
6.2 Wrong Ball First
The first object ball contacted by the cue ball on each shot must be the

lowest-numbered ball remaining on the table.

This would seem to argue that it would be a foul.

But under Fouls:

This is a little more difficult, as it isn't really covered by the rule books that I have been reading, but something similar came up in a league match
that I know was wrong. This is the background. Playing 8 ball league where it is call pocket, not call shot, but the person says on basically a split shot:
"I'm going to make the 7 over here, or the 3 over there." Okay...which one? "One of them is going to go." I wasn't there to help

We were explaining a push out shot to a newer player the other night when a gentleman added something I had never heard before. He mentioned that under Texas
Express rules, if you called a push out, or roll out shot, and you actually made contact with the correct ball, and made a legal shot, then this was a foul..
All of the rules I have seen say that it does not matter what ball you hit, or if anything hits a rail, as long as you do not make another foul (scratch,

I was playing 9-ball last night and had something come up during the game that has never happened to me before. I was hooked behind a cluster of balls with
the 5-ball deep in the corner pocket. I kicked one rail and while the ball was rolling the 5-ball fell into the pocket. If the 5-ball would have stayed up I
might or might have made it. It was real close. Any idea what the ruling would be. Does the 5-ball spot and next shooter gets ball in hand??

I can't seem to find the ruling on a miscue. Is a miscue a foul? Playing one pocket, a player strokes the cue ball, hits another ball, and another ball
hits a rail. Is this a legal shot or is it a foul? The opposing player tells the other player he owes a ball. He says why, I hit a rail? The opposing
player says that if you miscue there is no way to not double hit the cue ball, therefore it is a foul. If you know the answer please post the link where it
can be proven. Thanks.

In Shane van Boening and Alex Pagulyan's set Friday night at the DCC Alex had ball in hand after a rare scratch on the break by Shane in 10-ball.

While placing the cue ball, Alex went to make a final adjustment to the position of the cue ball with his cue. As he did this, he "speared" the cue
ball with the tip of his cue, driving the cue ball into the 1-ball which was then driven to the rail, Shane stepped up and immediately took ball-in-hand.
Terrible mental lapse...
